Administrative Law Judge

Judge Newhouse is an Administrative Law Judge with the District of Columbia Office of Administrative Hearings since January 2021.

Prior to joining OAH, Judge Newhouse was a Program Counsel with the Legal Services Corporation in the District. Judge Newhouse began her career with the Washington State Attorney General’s Office, handling child abuse and neglect cases (civil), and daycare, foster care, and adult family home licensing administrative hearings. She also worked in the AGO’s Education division representing colleges and universities, and led the Attorney and Law Student Recruitment and Hiring program. Judge Newhouse worked in civil legal aid in leadership positions with the Northwest Justice Project and Columbia Legal Services in Washington State. Judge Newhouse served as an Administrative Law Judge with the Washington State Office of Administrative Hearings.

In addition to her legal practice, Judge Newhouse has experience in law school administration and teaching with the University of Washington School of Law and the University of Baltimore School of law and has taught in paralegal programs and most recently as an adjunct professor at the American University Washington College of law. Throughout her legal career, Judge Newhouse served on numerous bar association boards and committees and has been active in community service.

Judge Newhouse earned her undergraduate degree from the University of Michigan and received her law degree from Howard University School of Law.
