If you are an applicant for benefits or a recipient of benefits from a shelter subject to the Homeless Services Reform Act and you disagree with an action taken by the shelter, you may file an appeal with the Office of Administrative Hearings.  The appeal can be filed by e-mail, in-person, by mail, by fax, or by calling (202) 442-9094.
